You can find all this out in Call to Power II. In a reign lasting for over 6,300 years, you will rule one of a large number of nations. You will command units, build towns, send petitions to your neighbours, and doubtless often cast an eye over the pages of the extensive manual in order to perfect your strategy.

During the QA of Call to Power II, particular attention was paid to grammatical correctness and consistent naming of units, wonders and options in the game and in the manual.
